SUMMARY: This law recognizes the right of people to mobility: emigration, immigration, transit, shelter, asylum; Considers mechanisms for prevention, protection and care for victims of illicit trafficking of immigrants and trafficking of persons; It also regulates the entry and exit of foreigners, prohibits the criminalization of migrants, proposes universal citizenship and allows the rights of people in human mobility to be enforceable. It also stipulates that no citizen is considered illegal based on his immigration status, and establishes new migratory and visa categories.
